基于分層多維指標(biāo)的市級(jí)供電企業(yè)規(guī)劃業(yè)務(wù)管理策略

    摘 要:為適應(yīng)“放管服”和新型電力系統(tǒng)發(fā)展新形勢(shì),提出了一種基于分層多維評(píng)價(jià)指標(biāo)的市級(jí)供電企業(yè)規(guī)劃業(yè)務(wù)管理策略。構(gòu)建了對(duì)區(qū)縣公司的配電網(wǎng)規(guī)劃分層多維評(píng)價(jià)指標(biāo)體系,建立了涵蓋業(yè)務(wù)執(zhí)行、項(xiàng)目執(zhí)行、月度工作的規(guī)劃業(yè)務(wù)綜合評(píng)價(jià)指標(biāo)和囊括關(guān)鍵技術(shù)指標(biāo)、主要負(fù)面問(wèn)題、新型電力系統(tǒng)技術(shù)應(yīng)用的電網(wǎng)技術(shù)發(fā)展水平指標(biāo)?;趯哟畏治龇ê挽貦?quán)法分別進(jìn)行主、客觀權(quán)重計(jì)算,利用模糊隸屬度進(jìn)行部分指標(biāo)的歸一化,進(jìn)而實(shí)現(xiàn)綜合指標(biāo)計(jì)算。提出了基于分層多維度評(píng)價(jià)指標(biāo)體系的規(guī)劃業(yè)務(wù)閉環(huán)管理策略,以實(shí)現(xiàn)地市對(duì)區(qū)縣規(guī)劃業(yè)務(wù)的有效管控。通過(guò) 5 區(qū)縣算例實(shí)現(xiàn)了分層多維指標(biāo)的計(jì)算,驗(yàn)證了所提規(guī)劃評(píng)價(jià)指標(biāo)及管理策略的有效性。

Planning Business Management Strategy of Municipal Power Supply
Enterprises Based on Layered and Multi-Dimensional Indicators

    Abstract: To adapt to the “decentralization, management and service” and new situation of new power system development, this paper proposes a management strategy of municipal power supply enterprise planning business based on hierarchical and multi-dimensional evaluation index. Firstly, a hierarchical and multi-dimensional evaluation index system for the distribution network planning of district and county companies was constructed, and a comprehensive evaluation index of planning business covering business execution, project execution and monthly work and a power grid technology development level index covering key technical indicators, major negative problems and new power system technology application were established. Then, based on the analytic hierarchy process and the entropy weight method, the subjective and objective weights were calculated respectively, and the fuzzy membership degree was used to normalize some indicators, so as to realize the comprehensive index calculation. A closed-loop management strategy of planning business based on hierarchical and multi-dimensional evaluation index system was proposed to realize the effective management and control of district and county planning business by prefectures and cities. Finally, the calculation of hierarchical multi-dimensional indicators is realized through the case study of five districts and counties, which verifies the effectiveness of the proposed planning evaluation indicators and management strategies.
